Two questions/comments
What are all the samples on it? I know you got the Iron Maiden guitar riff and that interlude takes the beat from a Sly and Robbie song, but who did that 'Trouble Again' sample? I think it may have been a reggae artist, if someone knows that would great to find out.
Second, Serj is NOT rapping, it is spoken word. Do remember just because your words rhyme does not mean you're rapping, you gotta be in rhythm! So what Serj is doing is just speaking over the beat.

Don't know if that helps or not...
It reminds my of the John Forte track "Trouble Again" for obvious reasons.
And about the rapping, I think you could consider that rapping. He's not talking at a normal pace, it's got at least a little flow to it. It's not quite spoken word and not quite rap.
